RTI International’s technical and scientific staff conduct health research and provide technical services to improve health in the U.S. and around the globe. We are seeking experienced candidates to support our work to improve the human condition for military populations. 

RTI is seeking a Senior Occupational and Environmental Health Program Manager to lead projects for the Total Exposure Health (TEH)™ at the Air Force Medical Support Agency (AFMSA). The mission of TEH™ is to capture all exposures and their effects on the genome. TEH™ seeks to establish the science to capture noise exposures, assess its genetic impact and to conduct health risk assessments for our Airmen. This initiative requires infrastructure, strategic roadmaps, Doctrine, Organizational, Training, Material, Leadership, Personnel, Facilities and Policies (DOTMLPF-P) analysis, partnership analysis and systems engineering analysis for a successful transformation from population health to individualized health.

The Program Manager will create project goals for AFMSA and inspire a sense of shared purpose within the project team. S/he will drive analysis of DOTMLPF-P associated with DoD and AF occupational and environmental health to support the TEH™ Strategic Plan and operations. She/he will use best practice project management methodology to create a project plan to fit the stakeholders/customers’ needs and deliver desired outcomes with-in budget.

This position is based in the Washington DC metro area.

Responsibilities:

  • Accountable for project results; will serve as the driver that holds the project together and work closely with the Customer, DoD and AF Stakeholders, AFMS and TEH™ Office.

  • Responsible for defining the project scope and objectives to ensure project members understand what is expected of them and what they should expect from one another.

  • Prepare, maintain and submit clear and concise activity/progress reports and time recording/management reports.

  • Apply proactive approach in routinely tracking the project members’ progress against their project commitments to identify potential problems before they occur.

  • Responsible for defining, teaching, and enforcing the use of good project management practices.

  • Possess a broad and flexible toolkit of techniques; ability to resolve complex, interdependent activities into tasks and sub-tasks that are documented, monitored and controlled.

  • Adapt their approach to the context and constraints of each project, knowing that no "one size" can fit the variety of projects.

  • Improve their own and their teams' skills through lessons-learned reviews at project completion. Have the knowledge, skills and experience to be able to recognize when problems surface or potential problems are looming.

  • Ability to articulate problems, bring the right people together to solve problems and know when the problem has been properly addressed and closed. 

Requirements and Qualifications:

  • Bachelor’s Degree, preferably from an occupational and environmental health program, with at least ten years of project management experience, preferably in OEH.

  • Ability to develop project plans, manage individual deadlines and goals.

  • Knowledge of project metrics, including gathering, reporting, trend analysis and metrics.

  • Ability to identify issues and problems, generate solutions and choose appropriate alternatives using basic root cause analysis.

  • Manage project scope by assessing requirements changes, determine and convey impact on budget, time and risk.

  • Manage client expectations, anticipate operational and tactical risks and track them. Clarify, identify, and track requirements and issues, remove barriers, resolve minor project issues and escalate to immediate manager where required,

  • Stay abreast of current industry trends and new technology through professional associations, trade journals, networking, and associated training and seminars.

  • PMP certification preferred

  • Self-motivated and assertive.

  • Detail oriented and organized.

  • Exceptional time management skills.

  • Excellent writing and communication skills.

  • Work well under pressure and be comfortable with change and complexity in dynamic environments.

  • Shift readily between the "big picture" and the small-but-crucial details, knowing when to concentrate on each.

  • Experience working within the Federal Government system (e.g., as military, civilian employee or government contractor) preferred. Government security clearance preferred.

  • Ability to communicate clearly, both orally and in writing in English.

  • Proficient in MicroSoft (MS) Office applications including MS Project, VISO, Adobe Acrobat Professional
