East Tennessee State University – College of Public Health – Environmental Health – Assistant or Associate Professor – Two Positions (238060, 121000)

Two academic year tenure track positions beginning January 15, 2009. Minimum qualifications include a graduate degree in environmental policy, environmental law, environmental management, industrial hygiene, occupational health, environmental health or environmental engineering. Ph.D. and postdoctoral experience preferred. Candidates that are ABD will be considered. Must be able to teach courses in one of the following areas: Industrial Hygiene, Environmental Policy and Law, Environmental Chemistry, or Environmental Management, Economics, and Planning. Ability to teach other courses in the department is desirable. The successful candidate will demonstrate the ability to interface with a multidisciplinary faculty with a broad range of interests. Establishment of a funded research program in area of expertise that involves graduate (M.S. and Ph.D.) and undergraduate students is expected. Candidate with interest in new paradigms in environmental and public health such as industrial ecology, institutional environmental health, energy, climate change, or biomarkers are preferred. Industrial Hygienist/Safety Specialist

Location: Syracuse, NY

Responsibilities: Provide health and safety staffing for all C&S employees, primarily as an Industrial Hygienist, will conduct studies and audits to ensure all employees have a workplace that is healthy and meets the requirements of OSHA, EPA, and the State of New York. Will establish in depth health and safety programs covering all aspects of hazardous materials including, but not limited to asbestos, lead, and silica. Will work with environmental engineers to establish employee workplace controls and advise clients on health issues related to C&S projects. Provide safety and health educational programs to C&S employees and clients.

Knowledge, Skills, Abilities: Must have extensive knowledge of OSHA General Industry and Construction Standards, New York State Department of Labor Safety and Health Code Rules, New York State environmental rules and regulations, have the ability and knowledge to carry out industrial hygiene studies such as noise monitoring, quality of air testing, etc.

Minimum Education and Experience Required: 4 year degree in Industry Safety and Health or equivalent. Completed internship or equivalent. Certified Industrial Hygienist (CIH) or candidate is preferred.

The successful candidate's responsibilities include but are not limited to the following:

  • Providing occupational health and industrial hygiene expertise, support, consultation, and regulatory interpretation assistance to the Research and Technology (R&T) organization (R&D, Operations, and Facilities/Maintenance).

Environmental Scientist

HUD's Office of Healthy Homes and Lead Hazard Control (OHHLHC) is seeking a highly motivated Environmental Scientist in the Policy and Standards Division. As an Environmental Scientist, you will serve as an in-house technical expert in building sciences and environmental health issues related to housing, including knowledge about energy efficiency and indoor air quality programs and guidelines. Major duties will include developing strategies and plans for technical studies, research, and policy to further goals on lead and other residential health and safety hazards, including preparing materials for transmittal to the Congress, principal and other HUD staff, other Federal officials, professional groups, and the general public. You will be responsible for conceiving and overseeing research that considers health, safety, environmental, and energy conservation factors, identifying best practices for achieving and sustaining healthy housing, and developing strategies to facilitate the transition from categorical lead-based paint remediation to comprehensive healthy homes approaches. On a day-to-day basis you might be preparing statements of work for contracts and funding announcements for grants and reviewing proposals/applications, representing the Division and Office at meetings, and reviewing, analyzing, and summarizing research results and policy, including information on the cost-effectiveness of healthy homes interventions.

To be basically qualified for this position you must have either:

  1. Degree in physical science, engineering, or mathematics including 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics OR

  2. Combination of education and experience, with education equivalent to one of the majors shown in A above including at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.
Applicant must also have one year of specialized experience equivalent to the GS-12 level or comparable pay band in the Federal service. Specialized experience is defined as experience serving as a technical expert in building sciences and/or environmental health issues related to housing or buildings, including knowledge about high performance housing and indoor environmental quality programs and guidelines.

About OHHLHC
In 1991, Congress established HUD's OHHLHC to eliminate lead-based paint hazards in America's privately-owned and low-income housing. The OHHLHC provides funds to state and local governments to address lead-based paint hazards in low-income private housing. In addition, the Office enforces HUD's lead-based paint regulations, provides public outreach and technical assistance, and conducts technical studies to help protect children and their families from health and safety hazards in the home. The Policy and Standards Division develops and revises lead and healthy homes guidelines and standards, oversees research studies, and provides technical assistance on policy issues for OHHLHC and other HUD Program Offices.
